What to Expect in Da Nang at Tet
A lot of Vietnamese businesses close for at least three days of Tet, sometimes longer. This includes most local restaurants, street food stalls, markets, and shops. The tourist-facing businesses (hotels, tour operators, most restaurants on An Thuong) stay open, but the city itself is quieter and some of the street-level character of Da Nang disappears temporarily.
What doesn't close: hotels, resort restaurants, beach, Hoi An Ancient Town (major tourist attraction, stays operational), the Dragon Bridge (fireworks on Tet Eve are significant), and the Hyatt, Sheraton, Pullman — the full-service resorts operate normal service throughout.
The upside: the beach is much less crowded in January weather-wise (cool, some cloud, 22–25°C, not swimming weather for most), and the fireworks on Tet Eve are significant. Dragon Bridge and the waterfront area are worth being near for the midnight display.

For Tet, proximity to Dragon Bridge fireworks and having a full-service resort (F&B, spa, entertainment on-site) matters more than beach access, because the weather is not beach-optimal and restaurants outside the resort may be closed.

Both are worth considering. Hoi An is more atmospheric at Tet — the Ancient Town does lantern releases on the river, the streets are decorated, and it is designed as a heritage experience even when businesses are partly closed. If the cultural angle of Tet matters to you, Hoi An (25 min from Da Nang) is the better base.
Da Nang is better if you want a full-service beach resort with everything on-site, or if the Dragon Bridge fireworks on Tet Eve is the priority. Most international travellers choose Da Nang for the resort infrastructure and do a day trip to Hoi An for the atmosphere.
